Personal Data: Born February 3, 1940, in Augusta, Georgia. He is married to the former Cynthia Bolick and has two daughters from previous marriage.

Education: Graduated from Savannah High School, Savannah, Georgia, in 1958

Organizations: United States Marine Corps Reserve 1961 through 1966, QBs Fliers’ Fraternity and various local and civic originations.

Experience: McNair worked in the construction industry with several world-class firms. He served as the PROJECT MANAGER and or MANAGING DIRECTOR of many high profile construction, Design and Construction projects.

McNair learned to fly in 1968 and is experienced in many piston type aircraft and has achieved the level of Airline Transport Rating (ATP). He has logged more than 3000 hours flying time.

Construction Experience: Most notable projects are:

  • While with Morrison Knudsen Company, McNair completed a new Community Hospital at Hilton Head Island, South Carolina.
  • Norton Sound Regional Hospital at Nome, Alaska 1979. This challenging project in western Alaska consisted of a new addition and rehab of an existing facility. Most rewarding is the success of this project. Was unusually for projects in remote regions of the western artic to complete on time, must less within the planned budget.
  • St. Alphonsus Medical Center, Boise, Idaho new addition and renovations. This project was interrupted by the most prestigious assignment to manage new headquarters buildings for Morrison Knudsen Co., the employer.
  • The Morrison Knudsen Corporation corporate headquarters included three new buildings of 500,000 square-feet and an 1100 space parking garage.
  • While with Henry C. Beck Co. at Dallas, Texas Southland Corporation’s “CITY PLACE CENTER”. A multi-use facility consisting of a 42 level high-rise tower and four 8 level mid-rise buildings totaling 2 million square feet of building above grade. Also, a 4000 space garage and basement levels below grade totaling 3 million square feet. The budget was 800 million in 1984. This project management group consisted of 3 teams of 40 people each. Each team provided multi skilled staffing for planning, scheduling and expediting. For example: design coordination and development and implementation of the bidding, minority participation programs, offshore stone facade & window wall system, climbing-forms, hoisting, (10 cranes including 8 towers), 133 elevators, on site concrete plant etc.
  • After rejoining Morrison Knudsen Company assigned to direct the completion of a 750 unit military housing project for the Corps of Engineers at Fort Drum, New York.
  • Boeing Aircraft Companies’ new Empennage Manufacturing Facility at Puyallup WA. This was a new facility where Morrison Knudsen Corporation’s MK Ferguson s Group provided Design and Build services for 500,000 square feet of manufacturing building, site-work and infrastructure along helping with process equipment design and implementation. Included with the building challenge were three 82,000 cubic feet autoclaves fabricated on site and when the building was ready, moved the 600-ton vessels into the building and installed on the foundations. MK provided 283,966 engineering man-hours and performed 23 million dollars of direct hire (labor) electrical work. This project was operational in 24 months.
  • There was a period of time when tasks included completing and closing contracts for several projects included spending several months with Merck Chemical Co. at Rahway, NJ.
  •  Federal Reserve Bank’s new addition of 12 level operations facility and remodel of an existing 15 level historic bank in downtown Cleveland Ohio. Left this project and Morrison Knudsen Corp. after completing a slurry-wall foundation with 5 levels of concrete construction below grade and achieving approval for a 110 million GMP.

  • Micron Technology Inc. of Boise, ID. This project was a grassroots semiconductor manufacturing facility at Lehi, UT. This project was shut down after spending 400 million dollars enclosing 2.2 million square feet within 5 buildings, site work infrastructure and a 138 to 12.5 KV substation. The duration was only 8 months, which equates to about 2 million dollars a day cash flow while supervising 90 + staff. There are many record-breaking accomplishments available upon request.

  • Project Analysts is the firm that analyzes projects, helps client’s staff organize, develop a plan to resolve concerning issues and control. This service primarily helps avoid situations that cause schedule and monetary negative surprise. This position is an as needed bases.

Micron Construction

Ground roots, all new manufacturing plant at Lehi Utah June 25,1995 - February 1996

Start Up: Work in the field started June 25, 1995 after only 3 months development of working drawings.

Shut Down: Work started slowing down during the December Holidays, Directions to stop work and demobilize came February 1996 after 8 months of intense design and construction work

Accomplishments:      

  • Moved 8.8 million cubic yards of earth (140,000 cy / day)

  •  Placed 224,500 cubic yards of concrete (sometimes as much as 4,400 cubic yards per day)

  •  Erected 18,000 tons of structural steel, (around the clock)

  •  Worked 3,062,072 craft labor hours with only 48 reportable accidents

  •  Worked 336 shift/days (2/10 hour shifts)

  •  1800 drug-free craft workers at peek production periods

  •  Administration Complex included 400 computer work stations (Architect / Engineering, Contractors, Owner / User Personnel

  •  Enclosed and conditioned 2,373,000 square feet in six buildings

  •  Used 480 million dollars in 8 months (averaged 2 million dollars a day)

  •  Over thirty (30) miles of assorted piping

  • Design and Construction of an Electrical Substation (138 KV/12.5)
